As APNIC’s Internet Policy Development Analyst my work spanned two areas: Government Relations and Internet Development.

Internet Resource Policy

APNIC’s mission is tightly centered around the development and implementation of Internet number resource policy.

Located in the APNIC Development team, I supported the Asia Pacific Internet community to develop Internet resource policies for the distribution of critical Internet resources such as Internet Protocol Addresses (IPv4 and IPv6) and Autonomous System Numbers (ASNs).

That’s an insider’s explanation. It may not mean much to you if you are not already familiar with the workings of the Internet technical community. Like all technical Internet management, the rules and procedures for managing and using Internet Protocol (IP) addresses are decided by the community of stakeholders that have an interest, or use them in some way. Often the network operator community is the most interested in this aspect of policy.

IP addresses are treated as a public good. They are a globally-finite resource and are distributed on the basis of ‘demonstrated need’. APNIC’s core purpose is the development of the rules for evaluating this ‘need’ and other aspects of IP address management. My role was to coordinate and support the stakeholders in their process to develop the policies. I was required to ensure the transparency and archive of the discussions and decisions, write and gain agreement on the policy text and finally ensure the policies were correctly implemented and upheld by APNIC staff.

Supporting a multi-stakeholder process providing guidance, analysis, and interpretation.

To properly perform this function I needed to act as an interface between the organization and its Members and others in the wider community. Internally, I would act as a policy analyst ensuring operational decisions were in line with the requirements of Policy. Clear interpretation and documentation are necessary, as are outstanding communications skills. Externally, the work publishing, event logistics, stakeholder engagement, public speaking, and above all, the ability to operate in an open, honest, and transparent way that builds trust and acceptance.

Global, Intergovernmental Policy Liaison

On the public policy side of the equation my work focused on intergovernmental telecommunications organizations such as the International Telecommunications Union (ITU) and the Asia Pacific Telecommunity (APT).

This work involved supporting governments in their understanding of Internet Governance issues, particularly in respect to Internet number resources and APNIC’s role as a Regional Internet Registry. Coordinating with various internal and external stakeholders within Governments, APNIC, and the wider Internet ecosystem, I seek development opportunities for Internet infrastructure, coordinate capacity building projects and programs, and generally encourage support for APNIC activities and for its vision of a global, open, stable, and secure Internet that serves the entire Asia Pacific community.

Collaborative and consultative, I use my well-honed communications skills and extensive domain knowledge to understand the needs of this geographically and culturally diverse set of stakeholders made cohesive by a common interest in Internet network operations.

Meanwhile, my work with the APNIC External Relations Team, focusing on intergovernmental telecommunications organizations such as the International Telecommunications Union (ITU) and the Asia Pacific Telecommunity (APT).
